Jokate Mwegelo was born on March 20, 1987 (37 years as of 2024), in Washington, D.C., where her parents worked. She is the daughter of Urban and Bernadette Ndunguru, and she has a sister named Desi Mwegelo and brothers named Magavilla Constantine and Martin Kolikoli.
She grew up in Dar es Salaam, Tanzania, and attended Olympio Primary School, St. Anthony Secondary School, and Loyola High School.
She graduated with a Bachelor of Arts in Political Science and Philosophy from the University of Dar es Salaam in 2007.
She also has a Master of Arts in International Relations from the Open University of Tanzania and a Postgraduate Diploma in Leadership from Uongozi Institute and Aalto University.
