Josefino Chino Toledo was born on March 6, 1959 in Manila, Philippines, to Victor Odulio and Lolita Esteban Toledo. He showed an early interest and talent in music, playing the piano and the violin at a young age.
Toledo pursued his formal music education at the University of the Philippines (UP) in Diliman, where he graduated with a Bachelor of Music degree in 1979.
He studied composition under Ramon Santos, Rosendo Santos, and Eliseo Pajaro, and conducting under Regalado Jose and Lucrecia Kasilag. He also participated in various workshops and masterclasses with prominent composers and conductors such as Olivier Messiaen, Krzysztof Penderecki, and Leonard Bernstein.
