Pathak started his career as a sub-divisional officer in Katihar district in 1990. He became a district magistrate for the first time in 1996, when he was posted in Giridih district. During his tenure as a district magistrate, Pathak gained a reputation for being a strict and honest officer who took tough actions against corruption, crime, and illegal activities.
In 2015, Pathak was appointed as the Principal Secretary of the Excise and Prohibition Department, where he played a significant role in implementing the excise policy that banned the sale and consumption of alcohol in Bihar. He was praised by the Chief Minister Nitish Kumar for his work and popularity. However, he was also transferred by the Bihar government in 2016, after he faced opposition and resentment from various quarters, including politicians, bureaucrats, media, and civil society.
In 2019, Pathak was appointed as the Managing Director of National Highway and Infrastructure Development Corporation Limited (NHIDCL), a central government undertaking. He also became the CEO of Bihar Foundation and Principal Secretary Department of Industries. He worked for the improvement of the infrastructure and industrial sector in Bihar. He also received accolades and awards from various organisations and institutions for his contribution to the public service.
In 2021, Pathak was again appointed as the Additional Chief Secretary of the Excise and Prohibition Department in Bihar. He also served as the Director General of Bipard (Bihar Institute of Public Administration & Rural Development). He continued his efforts to enforce the prohibition policy and curb the illegal liquor trade in the state. He also worked for the capacity building and training of the administrative officers and staff.
In 2023, Pathak submitted his resignation from the post of Additional Chief Secretary, citing personal reasons. He also requested the Bihar government to relieve him from his duties at the earliest. However, his resignation was not accepted by the government, and he was asked to continue his service till further orders.

He was accused of being arrogant, rude, and high-handed in his dealings with others. He reduced the annual festive holidays for teachers from 23 to 11 days, citing the RTE Act requirement of 220 teaching days per year. This was seen as an anti-Hindu move by the BJP leaders, who demanded his removal. He also imposed a ban on teachers’ associations, which led to protests and agitation from the teachers.
He was fined by the High Court for contempt of court, after he failed to comply with the court’s order to reinstate a suspended teacher. He was also complained against by the Governor’s office, who sought action against him for his harsh decisions relating to the operation of schools and universities. He was also booked by the police for allegedly threatening and abusing a bank manager over a loan issue.
