Pavan Datta was born in Tirupati, Andhra Pradesh, to G Venkateswarlu and S Lalitha Kumari. His father works for LIC India in Rajampet, Annamayya district, and his mother is a physical sciences teacher at a public school in Railway Kodur.
He secured the 60th rank in the Andhra Pradesh EAMCET and got admission to the MBBS programme at Sri Venkateswara Medical College in Tirupati in 2014. He completed his medical degree in 2020 and decided to pursue civil services after witnessing the impact of administrative management during the covid-19 pandemic.
He prepared for the UPSC exam without any coaching and chose Anthropology as his optional subject. He studied hard for his optional and scored 294 marks in it. He also scored 440 marks in the Mains exam. He faced most of the questions on his medical background in the interview and answered them satisfactorily.
