Sameer Rizvi was born on December 6, 2003, in Meerut, Uttar Pradesh, India. His father, Haseen Rizvi, is a property dealer, and his mother, Ruksana Rizvi, is a homemaker. He has one brother named Afseen Rizvi, who is elder to him, and two sisters who are also elder to him. His maternal uncle, Tankeeb Akhtar, is a cricketer coach who inspired and trained Sameer to play cricket.

He made headlines in social circles in the 2023 UP T20 League, where he piled up 455 runs in nine innings, including two centuries (which also included the fastest century of the tournament coming in only 47 deliveries) while playing for the Kanpur Superstars. He was the most prolific six-hitter for his team during the competition.
In December 2023, he was bought for worth 8.40 crore by the Chennai Super Kings in the auction for the 2024 Indian Premier League tournament. He is expected to play a key role for the CSK team in the upcoming season.
