He is known for his attacking play against spin bowling and his big hitting abilities. He earned the nickname “right-handed Suresh Raina” due to his playing style resembling that of the veteran cricketer.

Sameer Rizvi was born on December 6, 2003, in Meerut, Uttar Pradesh, India. His father, Haseen Rizvi, is a property dealer, and his mother, Ruksana Rizvi, is a homemaker. He has one brother named Afseen Rizvi, who is elder to him, and two sisters who are also elder to him. His maternal uncle, Tankeeb Akhtar, is a cricketer coach who inspired and trained Sameer to play cricket.

He made his first-class debut on 27 January 2020, for Uttar Pradesh in the 2019–20 Ranji Trophy. On December 11, 2021, he marked his List A debut playing for Uttar Pradesh in the 2021–22 Vijay Hazare Trophy. He made headlines in social circles in the 2023 UP T20 League, where he piled up 455 runs in nine innings, including two centuries (which also included the fastest century of the tournament coming in only 47 deliveries) while playing for the Kanpur Superstars. He was the most prolific six-hitter for his team during the competition.
