Sandeep Poundrik is a senior Indian Administrative Service (IAS) officer who has served in various capacities in the state and central governments. He is presently the Advisor in the National Disaster Management Authority (NDMA) that is under the Ministry of Home Affairs.

He is also the Director General of the Coalition for Disaster Resilient Infrastructure (CDRI), an international partnership of governments, UN agencies, multilateral development banks, the private sector, and academic institutions.

He is an engineering graduate from IIT Delhi and has held various positions in the Bihar government as well as in the Prime Minister’s Office, the Ministry of Petroleum and Natural Gas, and the Petroleum and Natural Gas Regulatory Board.

Sandeep Poundrik was born in Bihar in the late 1960s, and he belongs to a family of civil servants, as his father was also an IAS officer. He completed his schooling from St. Xavier’s School in Patna and then pursued his engineering degree in electrical engineering from the Indian Institute of Technology (IIT) Delhi.

Having graduated in 1989, he entered the Indian Revenue Service (IRS) as an Assistant Commissioner of Income Tax. Subsequently, in 1992, he successfully cleared the civil services examination and made the transition to the Indian Administrative Service (IAS).

He was appointed the Bihar cadre and joined the service in 1993. He also holds a Master’s in Public Administration with a concentration in international development from Harvard University.

His extensive career as an IAS officer, spanning various roles in both state and central governments, began in 1993. During the period from 1993 to 1997, Poundrik underwent training at the Lal Bahadur Shastri National Academy of Administration (LBSNAA) in Mussoorie, Uttarakhand, followed by district training in Patna, Bihar. Initiating his career as the Sub-Divisional Officer (SDO) of Gopalganj, he later became the District Magistrate (DM) of Madhubani, overseeing functions related to revenue, law and order, and development. He also led projects in rural development, education, health, and disaster management.

From 1997 to 2004, Poundrik contributed significantly to the Bihar State Electricity Board (BSEB), serving as Secretary and later as the Managing Director of the Bihar State Power Holding Company (BSPHC). In this role, he spearheaded power sector reforms and development, focusing on rural electrification, transmission, distribution networks, and renewable energy promotion. His involvement was pivotal in the unbundling of the BSEB into separate entities for generation, transmission, and distribution.

Transitioning to the central government from 2004 to 2009, Poundrik served as the Director of the Prime Minister’s Office (PMO). Here, he played a crucial role in policy formulation and implementation of flagship programs such as NREGA, NRHM, JNNURM, and the RTI Act. From 2009 to 2014, he took on the role of Joint Secretary in the Ministry of Petroleum and Natural Gas, overseeing the regulation and development of the natural gas sector, and chairing the Petroleum and Natural Gas Regulatory Board (PNGRB).

Returning to the Bihar government from 2014 to 2019, Poundrik served as the Principal Secretary for various departments, initiating impactful schemes for the state’s socio-economic development. Notably, he received the Prime Minister’s Award for Excellence in Public Administration in 2018. Since 2019, he has been a key figure in the central government, advising on disaster management matters at the NDMA and leading the CDRI to enhance infrastructure resilience to climate and disaster risks on an international scale.
