He Born and raised in Delhi and he completed his schooling from Delhi Public School, R.K. Puram, and pursued a degree in Computer Science and Engineering from the Indian Institute of Technology, Delhi. Additionally, he holds a Master of Public Administration degree from Harvard University, USA, and maintains interests in sports, music, and social work.

Vishal Singh was born on 17 August 1991 and brought up in Delhi. He completed his schooling from Delhi Public School, R.K. Puram.
Vishal Singh pursued his graduation in Computer Science and Engineering from the Indian Institute of Technology, Delhi. He was among the top students of his batch and received several awards and scholarships for his academic performance.
Vishal Singh completed his Master of Public Administration degree from Harvard University, USA, with a full scholarship. He chose this course to gain a deeper understanding of the administrative and policy aspects of governance.

Vishal Singh IAS Career
Vishal Singh joined the IAS in 2015 after securing the 22nd rank in the UPSC Civil Services Examination. He was allotted the Uttar Pradesh cadre. He started his career as the Assistant Collector of Jaunpur district. He then served as the Project Director of District Rural Development Agency, Jaipur.
He also worked as the Municipal Commissioner of Ayodhya and the Vice Chairman of Ayodhya Development Authority. He played a key role in the development and beautification of the city, especially the Ram Janmabhoomi complex.
Vishal Singh was transferred and posted as the Special Secretary to the Government of Uttar Pradesh, Appointment and Personnel Department in February 2024. He is responsible for overseeing the recruitment, promotion, transfer, and discipline of the state civil servants.
He is also an advisor to Swami Atulanand Sewa Nyas, a charitable organization that works for the welfare of the poor and the needy. He is also an honorary board member of Asia Entrepreneurship Skill Associations, a network of young entrepreneurs and professionals from Asia.
Vishal Singh has also been involved in various initiatives and projects related to governance, public service, and social development. He has been instrumental in implementing the e-office system, the online grievance redressal portal, and the digital locker facility in the state administration. He has also been part of the teams that drafted the Uttar Pradesh Population Policy 2024, the Uttar Pradesh Startup Policy 2024, and the Uttar Pradesh Skill Development Mission 2024.

He was awarded the Prime Minister’s Award for Excellence in Public Administration in 2023 for his innovative and effective management of the COVID-19 pandemic in Ayodhya. He was also conferred the Skoch Award for Smart Governance in 2023 for his initiatives in urban development and sanitation in Ayodhya. He was also named among the 100 Most Influential Young Indians by GQ India in 2023.
